De FIFA Laws of the Game lijken geen uitspraken te doen over een penalty shoot out. Vreemd. Want die regels zijn van toepassing op shoot outs, volgens de Regulations of the 2014 FIFA World Cup.

This was clarified after an incident in the 1986 World Cup shoot-out between Brazil and France. Bruno Bellone’s kick rebounded out off the post, hit goalkeeper Carlos’s back, and subsequently bounced into the goal. Referee Ioan Igna gave the goal to France, and Brazil captain Edinho was booked for protesting that the kick should have been considered a miss as soon as it rebounded off the post. In 1987, the International Football Association Board clarified Law 14, covering penalty kicks, to support Igna’s decision.

Update: opmerkelijk, het is volgens de regels van de FIFA toegestaan om gedurende een shoot out (penalty reeks na verlenging) een keeper te wissel voor een wisselspeler (keeper) als de keeper op het veld gebleseerd raakt [bron, waarin verwezen wordt naar de regels uit 2008].

A team may replace a goalkeeper who becomes injured during the shoot-out with a substitute, provided the team has not already used the maximum number of substitutes allowed by the competition.

Update: de bal van Vlaar bleef precies op de lijn liggen. Maar ook als hij in de goal was gerold had hij niet geteld, omdat Vlaar de bal nog met de schouder aanraakte toen die terugkwam van de keeper.

Update: BAM. Vlaar raakte toch niet de bal met zijn schouder, maar ontwijkt ‘m. De goal had dus geteld, als de bal niet op de lijn was blijven liggen. Vlaar ziet zelf ook dat de bal op de lijn blijft liggen.
